Criminal History Record Background Checks for Non-Licensed Health Care Employees


The Bureau of Criminal Identification and Information (BCII) is the sole provider of criminal history record background checks for non-licensed health care employees as required by Louisiana Revised Statute 40:1203.2.

Who is covered? These requirements apply to non-licensed health care employees. They do not apply to hospital facility employees or licensed health care employees.

Background Check Requirements

Louisiana law requires both state and federal criminal history record checks. Federal checks require fingerprinting before a request can be submitted to the FBI.

Getting Started

Health care providers seeking access to state and federal criminal history records must first complete and submit a VECHS onboarding packet.

Onboarding Process

After BCII receives and reviews the documents and the State Compact Officer approves the request, your facility will begin the onboarding process.

The onboarding process includes CJIS security training and audit requirements. During onboarding, your facility will receive:

  • A CJIS Online username and password to complete mandatory CJIS Security Training
  • A Louisiana Applicant Processing System (LAPS) username and password to access criminal history records
  • LAPS instructions and training materials
