LTC Porter graduated with a Bachelor of Arts in Criminal Justice and Psychology from Stephen F. Austin State University in Nacogdoches, Texas in 1993. He began his career with Louisiana State Police Troop D in 1994, then transferred to the Emergency Services Unit in 1996.
Since his transfer, LTC Porter has been a member of the Louisiana State Police Emergency Services Unit’s hazardous materials and explosive ordnance disposal teams. LTC Porter was also a member of the Louisiana State Police S.W.A.T. team for 22 years, eventually becoming the commander for Region 2. He holds numerous certifications in hazardous materials response, explosives response, and training. He is an instructor for the Louisiana State Police, Texas A&M University Fire Training Extension, and the Federal Bureau of Investigation.
LTC Porter supervises all specialized units within the State Police, including hazardous materials response, E.O.D. response, S.W.A.T. operations, Mobile Field Force deployments, criminal interdiction units, air support, EOC operations, transportation safety, and statewide communications. He is also a sitting member of the National Fire Protection Agency’s Hazardous Materials 470 Committee, the State Emergency Response Commission, and the Region 6 Regional Response Team.
The Louisiana State Police Special Operations Division is responsible for Transportation Safety Services, DPS Capitol Detail/State Facilities, DPS Physical Security, Crisis Response, Emergency Services, and Air Support.
The Emergency Response Division of the Louisiana State Police provides critical operational support across the state. The Crisis Response Command encompasses units such as the Emergency Operations Center (EOC), Statewide Communications, Criminal Patrol, Mobile Field Force (MFF), Special Weapons and Tactics (SWAT), and Mobile Command Post (MCP) Deployment, collaborating with local, state, and federal agencies.
