Unrestrained Passenger Killed in Allen Parish Crash

Kinder – On March 25, 2025, shortly after 2:00 p.m., Louisiana State Police Troop D began investigating a single-vehicle fatality crash on Louisiana Highway 383 near Haymond Road in Allen Parish. The crash claimed the life of 18-year-old Zoey Downing of Kinder.

The preliminary investigation revealed that 19-year-old Anthony Culbertson of Crowley was driving a 2003 Chevrolet Silverado south on Louisiana Highway 383. For reason still under investigation, the Chevrolet left the roadway to the right and struck a culvert before overturning.

Downing, who was unrestrained at the time of the crash, was partially ejected from the vehicle, sustained fatal injuries, and was pronounced deceased at the scene. Culbertson, who was properly restrained, sustained moderate injuries and was transported to an area hospital. 

A standard toxicology sample was collected from Culbertson and submitted for analysis. This crash remains under investigation.

Troopers wish to remind all motorists to make good decisions while in a motor vehicle. Never drive impaired, fatigued, or distracted. Additionally, Louisiana law requires that every person in a vehicle, regardless of seating position, always remain buckled up. While not all crashes are survivable, these precautions can dramatically reduce your chances of being severely injured or killed.
