Rider of Motorized Bicycle Killed in St. Bernard Parish Crash

Yscloskey – On August 18, 2026, shortly after 11:00 p.m., Troopers with Louisiana State Police Troop B began investigating a fatal crash involving a motorized bicycle rider on LA Highway 46 (Florissant Highway) near Chevron Plant Road in St. Bernard Parish. The crash claimed the life of 34-year-old Jonathan Spino of Chalmette.

The preliminary investigation revealed that Spino was riding a motorized bicycle with a wagon in tow eastbound on LA 46 approaching Chevron Plant Rd. At the same time, a 2001 Ford F-250 was traveling east on LA 46. For reasons still under investigation, the Ford struck the motorized bicycle and wagon in the roadway. Neither the bicycle nor the wagon was equipped with illumination devices or reflective tape.

Spino, who was not wearing a helmet, sustained fatal injuries and was pronounced deceased at the scene. The driver of the Ford was properly restrained and not injured.

Impairment is not believed to be a factor in the crash; however, as part of the ongoing investigation, routine toxicology samples were collected for analysis. This crash remains under investigation.

Troopers remind bicyclists that, under Louisiana law, bicycles are considered vehicles and riders must follow the same traffic laws as motorists. Never assume a driver can see you—stay visible with proper lighting and reflective clothing, especially in low-light conditions. Cyclists should ride as close to the right side of the roadway as practicable, except when passing or turning left. Additionally, Louisiana law requires proper lighting equipment when riding at night.
