Pedestrian Killed in Caldwell Parish Crash
Columbia – On Sunday, April 9, 2023, at approximately 8:20 p.m., Louisiana State Police Troop F responded to a fatal crash which occurred on U.S. Highway 165 at Louisiana Highway 4. This crash claimed the life of 59-year-old Kay E. Cosby of Columbia.
The preliminary investigation revealed that Cosby was walking in the roadway when she was struck by a 2003 Buick Century driving south on U.S. Highway 165. As a result, Cosby sustained fatal injuries and was pronounced deceased on scene by the Caldwell Parish Coroner’s Office. Routine toxicology samples were submitted for analysis. This crash remains under investigation.
Although the exact cause of the crash remains under investigation, Troopers would like to remind the public of the following: Pedestrians should make themselves visible to drivers by wearing bright/light-colored clothing and reflective materials. Pedestrians should always walk on a sidewalk, but if no sidewalk is available, they should walk as close to the roadway edge and face traffic. If pedestrians walk at night, they should carry a flashlight for added safety.
In 2023, Troop F has investigated 12 fatal crashes, which have resulted in 13 fatalities.
