Joint Investigation Leads to Child Exploitation Arrests

Jefferson Parish – On June 17, 2025, the Louisiana State Police Special Victims Unit (LSP-SVU), in coordination with the Federal Bureau of Investigation (FBI) and the Jefferson Parish Sheriff’s Office (JPSO), launched a two-day investigation into child exploitation. The operation concluded on June 18 with the arrest of two individuals on charges related to child sexual exploitation.

The investigation resulted in the arrest of 35-year-old Quindel Jarrow of New Orleans and 32-year-old Edy Martinez-Rodriguez of Metairie. Each individual was charged with Attempted Carnal Knowledge of a Juvenile, Indecent Behavior with Juveniles, and Computer-aided Solicitation of a Minor. In addition to the above charges, Jarrow was booked on an outstanding warrant from Denton County, Texas. Both were booked into the Jefferson Parish Correctional Center. These cases remain under investigation.
