Impaired Driver Arrested for Vehicular Homicide in Fatal Crash in Jefferson Parish

Harvey – On Tuesday, April 30, 2024, around 7:00 pm, Troopers with Louisiana State Police Troop B were notified of a multi-vehicle crash on US 90B at Scotsdale Drive. The crash ultimately claimed the life of 23-year-old Michael Barahona of Harvey.

The preliminary investigation revealed that Barahona was driving a 2008 Ducati motorcycle east on US 90B lower level near Scotsdale Drive. At the same time, a 2001 GMC pickup truck, driven by 67-year-old John Semien of Terrytown, was traveling south on Scotsdale Drive. For reasons still under investigation, Semien disregarded the stop sign at the intersection and entered Barahona’s path. As a result, the front of the Ducati impacted the passenger’s side of the GMC pickup.

Barahona, who was wearing a DOT-approved helmet, suffered fatal injuries and died on scene. Initially, Semien attempted to flee the scene; however, with the assistance of Deputies from the Jefferson Parish Sheriff’s Office, he was apprehended a short distance from the location of the crash. During the on scene investigation, Semien exhibited signs of impairment and was subsequently arrested and booked into the Jefferson Parish Correctional Center for Vehicular Homicide, Hit and Run Driving, and Disregarding a Stop Sign. This crash remains under investigation.

It is all too common for Troopers to witness the devastating outcomes of preventable crashes. We strongly urge all motorists to have a plan in place before consuming alcohol, as it can impair judgment, visual acuity, and reaction times. It is imperative never to operate a vehicle while impaired or ride with a driver who is under the influence. Let us all make the responsible choice to prioritize safety on the roadways.
