Belle Chasse – On Sunday, May 18, 2025, around 12:30 a.m., Troopers with Louisiana State Police Troop B were notified of a two-vehicle crash involving an electric scooter on LA 23 near L Street in Plaquemines Parish. The crash claimed the life of 25-year-old Herby Louis-Jeune of Gretna.
The preliminary investigation revealed that Louis-Jeune was riding an electric scooter in the right southbound lane on LA 23, near L Street. At the same time, a 2015 Ford F-250 was also traveling in the right southbound lane on LA 23. For reasons still under investigation, the Ford impacted the scooter.
Louis-Jeune suffered serious injuries and died on scene. The driver of the Ford was properly restrained and uninjured. During the investigation, Troopers observed no signs of impairment in the Ford driver and determined that the driver was not impaired. The driver voluntarily provided a breath sample, which showed a result under the legal limit. At the time of the crash, Louis-Jeune was not wearing a helmet, had no lights, and was wearing dark clothing. This crash remains under investigation.
While Louisiana law allows electric scooters and other low-speed vehicles to be driven on roadways, necessary safety precautions should be taken to help prevent tragic incidents. Never operate a low-speed vehicle on highways with a speed limit greater than thirty-five miles per hour. Follow all traffic laws. Additionally, low-speed vehicles shall be equipped with the minimum equipment appropriate for motor vehicle safety. This includes lights, reflectors, or reflective markings. Lastly, while anyone operating an electric scooter is encouraged to wear a helmet for safety, anyone under 17 must wear one. By consistently following these guidelines while operating a low-speed vehicle, operators can significantly reduce the risk of crashes and contribute to safer shared roadways.
