Additional Arrests Made in Cruelty to a Juvenile Investigation
 
Lafayette & Rapides Parish – Detectives with the Louisiana State Police Bureau of Investigations have made significant progress in a case involving cruelty to a juvenile which led to the arrest of 28-year-old Matthew Frost, 28-year-old Brittany Tullis, and 52-year-old Tamiko Paulk.
 
An arrest warrant for Brittany Tullis was obtained through the 15th Judicial District Court for one count of LA RS 14:93 - Cruelty to a Juvenile and one count of LA RS 14:93.2.1 - Child Desertion. She was processed into the Lafayette Parish Correctional Center on March 21, 2025, on the above charges.
Further investigation revealed additional criminal activity had occurred in Rapides Parish. Detectives obtained arrest warrants through the 9th Judicial District Court for both Brittany Tullis and Matthew Frost for LA RS 14:130.1 - Obstruction of Justice. An arrest warrant was also obtained for Tamiko Paulk, a former deputy with the Rapides Parish Sheriff’s Office, for LA RS - 14:130.1 Obstruction of Justice and LA RS 14:134 - Malfeasance in Office in connection with her involvement.
Frost, Tullis, and Paulk were all processed into the Rapides Parish Detention Center between March 27 and March 28, 2025, on their respective charges. This investigation remains active and ongoing.

Lafayette Parish Sheriff’s Office Deputy Arrested for Cruelty to a Juvenile
 
Lafayette Parish – In February 2025, detectives with the Louisiana State Police Bureau of Investigations was contacted by the Lafayette Parish Sheriff’s Office (LPSO) regarding allegations of cruelty to a juvenile involving a deputy with LPSO. The investigation resulted in the arrest of 28-year-old Matthew Frost of Lafayette.
As a result of the investigation, detectives found that Frost committed the offense of cruelty to a juvenile against a single victim on two separated occasions in June 2024. As a result of the investigation, an arrest warrant was obtained through the 15th JDC, charging Frost with two counts of LA RS 14:93 Cruelty to a Juvenile (felony).
On March 3, 2025, Frost was arrested and booked into the Lafayette Parish Correctional Center on the above charges. This investigation remains active and ongoing.
