Technology and Business Support

The mission of the Technology & Business Support Section (TBS) is to optimize the Department's ability to protect and serve Louisiana citizens and visitors to Louisiana through the efficient and innovative use of the most advanced information technology and processes available. The TBS accomplishes this through the strategic use of technology, efficient business practices, and progressive mobile communication platforms. The TBS is comprised of three primary units: Technology Management, Business Support, and Mobility and Communication Services.

Technology Management

The Technology Management Team (TMT)is responsible for meeting present and future challenges of law enforcement while developing, delivering, and supporting the Department's mission through the efficient and effective use of technology. In particular, the TMT is responsible for administering and managing the Department's CAD/RMS System, Body Worn In-car Camera Video Libraries, Cellular Device Management, the eCitation Program, Electronic Warrant Systems, Training Management and Records Systems, and the eCrash Report Program. The TMT is also responsible for Critical Technological Assessment and Development, GIS Reporting, Auditing, Systems modification, Network Enhancement, and Operational Support to ensure resources are fully utilized.

Mobility and Communication Services

Mobility and Communication Services (MCS) augments the state law enforcement community's ability to protect and serve through the administration, management and maintenance of the Louisiana Wireless Information Network (LWIN) and statewide mobility platforms. The MCS is also responsible for the management and support of Louisiana State Police Mobile Data Terminals, RADARs, patrol platform cellular connectivity, fleet and body worn camera systems, mobile and portable radios, as well as broadband communications which facilitate mobility requirements. The MCS participates as an acting member of the Statewide Interoperability Executive Committee (SIEC) and Technical sub-committee. As a member, it is the responsibility of MCS to provide technical advisory related to proposed and future system and technology enhancements.

Business Support

The Business Support Unit (BSU) identifies and develops efficiencies in administrative processes having strategic value to the Department's Support, Investigative, and Enforcement activities. The BSU is also State Police’s Property Custodian, and provides a variety of State Purchasing guidance and assistance to the differing sections of the Department. The BSU directly supports each of the Commands with defined administrative matters in order to allow the Commands to focus more attention on operational matters. In addition, the BSU develops and maintain expertise in the various workflows and processes of Departmental Administrative Matters, and serves as a resource and repository for all business related matters. The BSU administers the Department's CJIS Vendor Vetting Program (CVVP).

Centralized Vendor Vetting Program

The Louisiana State Police (LSP) provides a vast array of services that either directly or indirectly support the exchange of criminal justice information (CJI) to other Criminal Justice Agencies (CJA) and Non-Criminal Justice Agencies (NCJA). As the CJIS Systems Agency (CSA) of Louisiana, LSP has a requirement to manage and audit all CJA's and NCJA's with direct and indirect access to CJI.

In order to fulfil this requirement, LSP and the Office of Technology Services (OTS) developed a Centralized Vendor Vetting Program (CVVP) to ensure CJIS compliance with statutorily mandated requirements and established operational, technological and security policies. The CVVP addresses the requirement that national and state fingerprint-based background checks be conducted for vendor personnel who are involved with the administration of criminal justice services and have unescorted physical or virtual access to CJI systems within the state of Louisiana. Entities that would benefit from this program include: vendors that provide services in conjunction with the exchange of criminal justice information, vendor personnel involved with the maintenance of criminal justice related computer systems, live scan and civil scan vendors.

The CVVP reduces the need to perform duplicate fingerprint based background checks for the same vendor personnel; therefore, making it more efficient for vendors who contract with Louisiana based CJA's and NCJA's. These fingerprint based background checks are conducted to meet the Federal Bureau of Investigations (FBI) CJIS Security Policy standards.

LSP personnel will work with eligible vendors to streamline the background process per the requirements of the CJIS Security Policy. Please note that the CJIS CVVP does not certify that the vendor's technical services, products or solutions are compliant with the CJIS Security Policy nor does it grant any type of license or certification to the vendor for said services, products or solutions.

CJIS must be protected until the information is either released to the public through an authorized disclosure, such as in a crime report; or purged or destroyed in accordance with applicable Louisiana and federal record retention rules. The CJIS Security Policy outlines a minimum set of security requirements that create security controls for managing and maintaining CJI. When implemented, managed and followed correctly, the CVVP will assist in the protection of this valuable information until released in accordance with the current CJIS Security Policy.
