Unrestrained Bastrop Man Killed in Richland Parish Crash

Rayville – On November 4, 2021, just before 6:00 a.m., Troopers assigned to Louisiana State Police Troop F began investigating a three-vehicle fatality crash on US Hwy 425, just south Rayville. This crash claimed the life of 69-year-old Ronald Andrews, who was not wearing a seat belt.

The initial investigation revealed a 2004 Buick LeSabre, driven by 71-year-old Odis McMiller, of Rayville, was backing into US Hwy 425, from a private driveway. At the same time, a 2001 GMC Sierra, driven by Andrews, was traveling south on US Hwy 425. While attempting to avoid collision with McMiller, Andrews took evasive action, where he lost control of his vehicle and crossed the median where he struck a northbound 2018 Chevrolet Equinox, driven by 42-year-old Misty Roberts, of Rayville.

Andrews, who was not wearing a seat belt, was partially ejected from the vehicle. He was transported to Richardson Medical Center, where he was pronounced deceased. McMiller, who was properly restrained, was not struck and was uninjured. Roberts was not wearing her seat belt and suffered non-life-threatening injuries.

Impairment is not suspected to be a factor in this crash; however, routine toxicology samples were taken and submitted for analysis. The crash remains under investigation.

Buckling up is the most effective way to protect yourself during a vehicle crash. Failure to take a few seconds to buckle up can have devastating consequences. Louisiana law requires every person in a vehicle, regardless of seating position, to be properly restrained day or night.

In 2021, Troop F has investigated 50 fatal crashes, resulting in 60 deaths.
