Course Description:
This awareness level course is designed to provide the participants with the basic competencies associated with port and vessel security as well as a working knowledge of maritime security appropriate to public safety responders in rural jurisdictions. This course supports the strategic goals of HSPD 8 - National Preparedness, HSPD 13 – The National Strategy for Maritime Security, the National Preparedness Guidelines and the Target Capabilities List in the areas of planning, information collection and threat detection, information sharing and collaboration, terrorism investigation and intervention, risk analysis and critical infrastructure protection, on-site incident management, worker health and safety, WMD/hazardous materials response and decontamination, emergency public information and warning, and structural damage assessment and mitigation.

Prerequisites: TEI Course Prerequisites: Although not required, it is highly recommended that participants complete the FEMA IS 700 (National Incident Management System (NIMS)) and ICS 100 (Incident Command System) as prerequisites for this course. Completion of these courses provides a foundation in emergency planning, response, and preparedness upon which the concepts discussed in the Port and Vessel Security for Public Safety and Maritime Personnel course can build.
Course Objectives: At the end of this course, participants will be able to:
  • Describe the characteristics of the U.S. Maritime Transportation System
  • List threats to the U.S. Maritime Transportation System
  • List the major provisions of relevant U.S. maritime security regulations
  • Describe the three maritime security levels and relationship to the Homeland Security Advisory System (HSAS)
  • Explain the importance of sensitive security information, with particular emphasis on improperly-handled sensitive security information
  • Identify major provisions of the Transportation Worker Identity Credential (TWIC) program as it pertains to emergency responders
  • Describe maritime environmental safety issues
  • Explain major features of the Homeport website and the Area Maritime Security Committee (AMSC) program

Course Fees: $25 per person. RDPC training is tuition-free, however the fee will covers the cost of lunch and facility rental.
